Dazzling nighttime photos of NASA rocket launch

When NASA's newest satellite soared into space late Wednesday (Jan. 30), a team of photographers captured dazzling views of the rocket streaking into orbit.

A series of long-exposure rocket launch photos released overnight by NASA show the unmanned Atlas 5 booster carrying the agency's new Tracking and Data Relay Satellite K (TDRS-K) as a bright arc of light climbing spaceward from a pad at Florida's Cape Canaveral Air Force Station. The rocket lifted off at 8:48 p.m. EST (0148 Jan. 31 GMT), rising like an artificial sun as it flew into space.

One image, by launch photographer Tony Gray, shows the Atlas 5 rocket just seconds after liftoff as it appeared from NASA's Kennedy Space Center, which is near the Air Force Station launch site. NASA's cavernous Vehicle Assembly Building stands stoically in the foreground as the rocket hovers in mid-flight on the photo's right side.

The TDRS-K satellite is the first of three next-generation communications satellites to be launched in order to upgrade NASA's aging TDRS satellite constellation. The satellites serve as relays between NASA ground stations and the agency's Earth-observing satellites and other spacecraft currently orbiting the planet. TDRS-K is expected to spend at least 15 years in service once it begins operations, according to a NASA mission profile.

The first TDRS satellite was launched into space in 1983, with TDRS-K marking the 11th satellite to join the fleet. The launch provider United Launch Alliance oversaw Wednesday's Atlas 5 mission for NASA.

Ashley Judd splits from race car driver

Ashley Judd and Dario Franchitti are separating after 11 years of marriage. Judd's spokeswoman confirmed a Tuesday report from People magazine that the 44-year-old actress and 39-year-old Scottish race car driver are ending their marriage.?

The star of such films as "Double Jeopardy" and "Kiss the Girls" says in a statement that the pair will "always be family" and will continue to cherish their relationship based on love, integrity and respect.

Last year, Judd starred in the ABC series "Missing" and attended the Democratic National Convention as a Tennessee delegate.

Franchitti has won the Indianapolis 500 race three times.

The couple wed in a private ceremony in Scotland in 2001.?

Tiger Woods in control at Torrey Pines

SAN DIEGO (AP) ? Due to the fog that wiped out an entire day of golf, the Farmers Insurance Open was never going to end on Sunday.

Tiger Woods just made it look as if it was over.

Hands thrust in the pockets of his rain pants, Woods walked off Torrey Pines in the chill of twilight with a six-shot lead and only 11 more holes standing in the way of winning on the public course along the Pacific Ocean for the eighth time in his pro career.

He drove the ball with superb control in the third round on his way to a 3-under 69 to build a four-shot lead after three rounds. He lost control with his driver in the fourth round and still managed three birdies in seven holes.

"All we can do tomorrow is go out and try to make him think about it a little bit and see what happens," said Nick Watney, one of two former winners at Torrey Pines who faced the tough task of trying to make up six shots on Woods.

The other was defending champion Brandt Snedeker.

"I've got a guy at the top of the leaderboard that doesn't like giving up leads," Snedeker said. "So I have to go catch him."

Woods was at 17-under par for the tournament and will resume his round on the par-3 eighth hole. CBS Sports wants to televise the Monday finish ? no surprise with Woods in the lead ? so play won't start until 2 p.m. EST.

Snedeker played 13 holes of the final round. Watney played eight holes. Both were at 11-under par.

Woods played 25 holes. He started with a two-shot lead and tripled it before darkness suspended the final round.

"It was a long day ... and I played well today," Woods said. "Overall, I'm very pleased that I was able to build on my lead."

Thick fog washed out all of Saturday, forcing players to go from sunrise to sunset Sunday. They finished the third round, took about 30 minutes for lunch and went right back onto the golf course.

Woods finished 54 holes at 14-under 202 and was four shots ahead of Canadian rookie Brad Fritsch. It was the 16th time in his PGA Tour career that Woods had a 54-hole lead of at least four shots.

If that wasn't enough to make the outcome look inevitable, everything was going his way in the final hour.

His tee shot was so far left on No. 2 that the ball finished in the first cut of rough in the sixth fairway. He still saved par. Woods made a birdie putt of about 10 feet on No. 3, and then wound up well right of the cart path and blocked by a tree on the fourth hole. He carved a punch shot around the tree, safely in front of the green, and his chip banged into the pin and dropped for birdie.

Two holes later, from a mangled lie in the right rough, he smashed a 5-wood that ran onto the green and set up a two-putt birdie.

Snedeker was seven shots behind after three rounds, the same deficit he faced a year ago. Only now he's trying to chase down Woods, already a seven-time winner at Torrey Pines with a daunting record from in front. Woods is 38-2 on the PGA Tour when he has the outright lead going into the last round.

"I've got to make some more birdies," Snedeker said. "I've got a long way to go. I did a great job today of staying patient and playing good golf."

Woods didn't bother wearing red Sunday, knowing the tournament wouldn't end until the next day.

In some respects, though, it had the feeling of being over. Fritsch birdied the last hole of the third round for a 70 to finish on 206. Erik Compton finished birdie-eagle for a 71 and was alone in third through 54 holes, five shots behind. When someone asked him about chasing Woods, Compton started laughing.

"I'm trying to chase myself," he said.

Woods has won seven times at Torrey Pines as a pro, including a U.S. Open, and another win Monday would give him the most wins on any course. He also has seven wins at Bay Hill and Firestone. Sam Snead won the Greater Greensboro Open eight times, but only four times on one course.

Woods attributed his lead to "the whole package."

"I've driven the ball well, I've hit my irons well, and I've chipped and putted well," he said. "Well, I've hit good putts. They all haven't gone in."

Woods had superb control of his tee shots and was rarely out of position on a day that began under a light drizzle and soon gave way to patchy clouds and clear views of the Pacific surf below the bluffs.

Starting with a two-shot lead, he stretched that quickly with a tap-in birdie on the second hole and a beautiful tee shot to a left pin on the downhill par 3 to about 4 feet. The South Course played even longer with the soft conditions, and only seven players broke 70. Aaron Baddeley had the lowest score of the round with a 68.

Woods managed to stretch his lead with pars, though he was always on the attack because of his position in the fairway.

He missed a downhill birdie putt from 4 feet on the par-5 ninth, and then came back with a wedge that landed near the hole at No. 10 and spun back next to the cup before it settled 4 feet away for a birdie putt that he made.

He led by as many as six strokes in the third round until Fritsch birdied the last hole and Woods, playing in the group behind, ran into trouble. His tee shot rolled up near the lip of the bunker, and he advanced it 70 yards into deep rough. He swung hard through the thick, wet grass into a greenside bunker, and then missed his 8-foot par putt.

Still, it was an ominous sign.

One week after he missed the cut in Abu Dhabi ? thanks to a two-shot penalty he received after his round for taking relief from an embedded lie on the fifth hole when the rules didn't allow for it ? he looked as good as ever.

"As I said, I didn't play that poorly," Woods said of his short week in the Middle East. "I played well enough to be there on the weekend, and could have gotten two more rounds competitively, but I didn't really play poorly. I thought I did a lot of good things. Just wanted to continue that this week, and I have."

Woods has a 49-4 record on the PGA Tour when he has at least a share of the 54-hole lead, and it's even more daunting when the lead is his alone. The only two players to come from behind to beat him over the final 18 holes were Ed Fiori in the Quad City Classic in 1996 when Woods was a 20-year-old rookie, and Y.E. Yang in the 2009 PGA Championship a Hazeltine.

In worldwide events, Thomas Bjorn (Dubai), Lee Westwood (Germany) and Graeme McDowell (Chevron World Challenge) have made up deficits against him on the last day.

As you chatter on your smartphone, the death toll rises?almost 7 million birds are killed each year when they fly into communication towers that make cellphone conversations possible. Worse, the towers often kill birds that are already rare. So says a study in the journal Biological Conservation. [Travis Longcore et al, Avian mortality at communication towers in the United States and Canada: which species, how many, and where?]

For example, tower impacts kill more than 2,000 yellow rails per year. That's roughly 9 percent of the total population. Ninety-seven percent of all birds killed are songbirds, especially warblers. The red-eyed vireo suffers some of the biggest losses, some 581,000 deaths annually, though that represents less than 1 percent of its population.

The Southeast and Midwest lead the country in tower-bird collisions. That's because these regions have the largest concentrations of the tallest towers, up to 900 feet high. While all of the more than 80,000 communication towers in North America cause problems, the roughly 1,000 tallest towers cause 70 percent of the bird deaths, luring birds to their doom with red warning lights that are always on.

A partial solution is relatively simple: replacing the always-on red lights with blinking ones could cut the deaths by as much as 70 percent. Otherwise, Twitter could have a monopoly on tweets.

(AP) ? After a week in Hawaii and a blowout game, the NFL's all-stars are defending the Pro Bowl as a worthy reward for top players who don't make the Super Bowl.

"I hope we keep it here and keep it here for a long time," Minnesota tight end Kyle Rudolph said after winning Pro Bowl MVP in a 62-35 NFC win on Sunday.

Rudolph called the award icing on a cake of being named to the roster and getting to spend time with other Pro Bowl players in Hawaii.

"That was the big emphasis this week, making sure that we were competitive and I think we showed that," he said.

The shenanigans were limited. The teams scored plenty of points. Yet the results were familiar ? another ho-hum Pro Bowl.

Now, the future of the game depends on how Commissioner Roger Goodell sees it.

"That's for him to decide," Denver quarterback Peyton Manning said. "I thought it was a good, competitive game."

Seattle quarterback Russell Wilson got the crowd pumped up in the second half with some nifty scrambles and three passing touchdowns. There was also Houston's sack-happy defensive end J.J. Watt going out for a couple of passes as a wide receiver, and retiring Green Bay center Jeff Saturday snapping to two Mannings on opposite teams.

But while the NFC appeared unstoppable on offense, with nearly each player putting up fantasy-worthy lines in limited play, the AFC had five turnovers and scored most of its points well after the game was no longer competitive.

"Guys were competing, guys wanted to win and guys want to keep the game here," Rudolph insisted. "That was the point before the game. We want to keep this game rolling for future Pro Bowlers."

Watt, who had 20? sacks for Houston, lined up as a wide receiver on the AFC's third play from scrimmage, but missed a pass from Peyton Manning. He was targeted one more time, but didn't make a catch.

He later showed a television camera a bloody left pinkie, joking with NBC broadcasters that it was proof that the players were trying.

"Hey, Commish, we're playing hard," Watt said as he showed his finger.

Watt said after the game that he wanted to stay in even as things got lopsided.

"I'm sure some guys thought about (letting up), but I'm not going to sit out," Watt said. "I like to play football, it's fun, so I just tried to enjoy it."

Goodell has said the Pro Bowl won't be played again if play didn't improve this year. Last year, fans in Hawaii booed as lineman were clearly not trying. On one play in that game, Minnesota defensive end Jared Allen did a barrel roll to switch positions with a teammate.

If players were coasting this time around, it was less obvious. The AFC just played poorly. And fans didn't boo much ? the stands were relatively empty even though the game sold enough tickets to lift a local television blackout.

The game was trending on Twitter in the United States early on, but quickly gave way to the Screen Actors Guild Awards and the WWE Royal Rumble.

Saturday, retiring at the end of this season, played for both teams, though he came representing the NFC. He lined up on one play for the AFC to snap the ball one last time to Manning, his longtime former Colts teammate.

Saturday said it meant a lot to him that the Broncos quarterback, whom Saturday called a true friend, orchestrated the stunt.

"He's got a little more pull than I got," Saturday said. "He got it all set up and timed up for me, so it was really nice of him to do that."

Saturday played 13 seasons in Indianapolis, all with Manning ? except 2011, when Manning was out with a neck injury. Saturday then played later in the game for the NFC, snapping to Peyton's brother, Giants quarterback Eli Manning.

Saturday's last play on the field was a passing touchdown by Eli Manning.

Peyton Manning said it was nice for the NFL to allow the play to happen.

"It's something that I'll always remember," he said, "that he'll always remember to kind of get that one, final snap together after the thousands that we've taken together."

Even as the NFC piled up touchdowns, the game struggled for memorable moments after Saturday's momentary switch.

In the second quarter, referee Ed Hochuli drew cheers when announcing a pass interference penalty on Denver cornerback Champ Bailey in the second quarter ? the first flag of the game.

"Yes, there are penalties in the Pro Bowl," Hochuli said, drawing laughs and loud cheers.

Giants wideout Victor Cruz broke a Pro Bowl record with 10 catches. Tampa Bay receiver Vincent Jackson had 91 yards and two touchdowns. Eli Manning threw for 191 yards and two touchdowns.

Cincinnati's A.J. Green had three TD catches for the AFC.

NFL officials said earlier in the week that the league wants to decide the future of the Pro Bowl by the time next season's schedule is released in April.

"We understood exactly what (Goodell) wanted, guys were making plays all over the field," Cruz said. "There was a little bit more high intensity than in years past and we were excited to play."

Somali government arrests 3 over scholarship fraud

MOGADISHU, Somalia (AP) ? Three officials have been arrested for mismanaging a scholarship scheme that sends Somali students to Turkey, Somalia's education minister said Saturday, a sign that the fledgling government is committed to fighting the corruption that contributes to the country's failed-state status.

Minister Maryan Qasim Ahmed said the officials were arrested for offering the scholarships to undeserving students. The officials include the ministry's former director general, who faced widespread accusations that he took bribes, Ahmed said.

"We are aware of the arrest of the ministry's former director general and two other persons after public complaints about fraud," Ahmed said.

A probe into the scam is under way, she said.

Ranked as the world's most corrupt country by Transparency International, Somalia is now recovering from decades of war and strife. Somalia held elections last year following the success of Somali and African forces in ousting Islamist extremists from the capital, Mogadishu, a city that is now coming to life for the first time in 20 years. The city government has repaired potholed streets and installed streetlights, and Western-style restaurants are opening, including near Mogadishu's beach front, where men and women swim together without fear of punishment from militants.

In a sign of the country's progress, the United States last week officially recognized Somalia's government for the first time in two decades. The U.S. hadn't recognized a Somali government since warlords toppled dictator Mohamed Siad Barre in 1991.

At his inauguration in September Somali President Hassan Sheikh Mohamud vowed to fight official corruption and to create "an effective justice system" that serves all Somalis.

"I promise (that) my government will deliver a new democratic beginning," Mohamud said at the time.

The arrest of the education officials suggests that Mohamud's government will at least try to combat the kind of graft that, along with prolonged war, contributed to Somalia's reputation as a dysfunctional state.

In a similar case of suspected corruption, Somalia's chief justice has suspended three appellate court judges for unlawfully releasing a defendant charged with the killing of two foreigners who worked for the aid group Doctors Without Borders.

"They were demoted and suspended because they have released a criminal without due process," Chief Justice Aideed Ilko Hanaf said in an interview with The Associated Press.

The suspect, Ahmed Salad Hassan, was charged with the murder of Belgian Philippe Havet and Indonesian Andrias Karel Keiluhu inside the aid group's compound in Mogadishu in December 2011.

Anti-abortion marchers in Washington protest 40 years of legal abortion

WASHINGTON (Reuters) - Anti-abortion activists marched in Washington on Friday to protest the U.S. Supreme Court ruling that made abortion legal in the United States 40 years ago.

Condemning abortion as an abuse of human rights, people from across the country participated in the March for Life that takes place annually in the nation's capital. The Supreme Court's Roe v. Wade ruling on January 22, 1973, legalized abortion.

Marchers carrying signs that read "Defend Life" and "De-fund Planned Parenthood" crowded the National Mall in freezing temperatures to hear politicians and activists reject abortion and say that opposition to it was rising.

"Abortion truly is the human rights abuse of today," said March of Life director Jeanne Monahan. "The new normal is to be pro-life."

Former Republican presidential candidate Rick Santorum told the protestors that opponents of abortion "stand for love in a world of death."

House of Representatives Speaker John Boehner, speaking by video, said he backed bipartisan bills barring government funding for abortion and favored the Hyde Amendment, which largely bans federal funds for abortions except in cases of rape or incest.

Chanting "Hey hey, ho ho, Roe v. Wade has got to go" as they marched under a gray sky and eventually snow, the demonstrators then went to the Supreme Court.

Pope Benedict voiced his support in a tweet that read, "I join all those marching for life from afar, and pray that political leaders will protect the unborn and promote a culture of life."

Organizers had no immediate estimate of the size of the crowd, and U.S. Capitol Police declined to give one.

A recent Pew poll showed that most Americans are opposed to overturning Roe v. Wade.

Battles over abortion have largely shifted from federal courts to statehouses.

One marcher, Brad Basinger, 56, of Manassas, Virginia, said that after 40 years he was losing hope that Roe v. Wade could be overturned. "The moral fabric of our nation is starting to slip. This won't happen in my lifetime," said Basinger, who was attending his seventh consecutive March for Life.

Florida court tosses some convictions against mother of murdered girl

ORLANDO, Florida (Reuters) - Casey Anthony, who was famously acquitted of murdering her 2-year-old daughter Caylee in 2011, saw a Florida appeals court overturn two of four convictions on Friday for lying to detectives investigating the toddler's disappearance.

While Anthony was acquitted of murdering Caylee, whose body was ultimately found in woods near their home, she was found guilty of lying four times to detectives who responded to a 2008 call from Anthony's mother reporting the girl missing.

Anthony's lawyers appealed the convictions, saying her lies should have been construed as a single violation because her statements were made over the course of one extended interview with detectives who responded to the missing person report.

The Fifth District Court of Appeal in Daytona Beach split the difference on Friday, finding that Anthony gave two separate interviews to detectives, thus letting two convictions stand but throwing out the rest.

The court also found that Anthony was not in police custody during her interviews and rejected a defense argument that all convictions be thrown out because she was not read Miranda rights that allow her to choose not to speak to police.

Anthony's lawyer, J. Cheney Mason, Esquire, said in a statement that he was "very happy with this latest victory," adding no decision had been taken on whether to pursue further appeals. Prosecutor Jeff Mason could not be reached for immediate comment.

In July 2008, Anthony told detectives that Caylee was kidnapped by a nanny, triggering a nationwide search for the girl that was followed intensely by cable television news and entertainment shows. At trial, her defense lawyers claimed Caylee drowned in the family's backyard pool.

Prosecutors presented evidence that Caylee might have been smothered by duct tape wrapped around her head before her body was left in the woods.

Anthony was convicted of lying four times when she told lead detective Yuri Melich that she left Caylee with a nanny named Zenaida Fernandez-Gonzalez, that she was employed at Universal Studios Orlando, that she told co-workers that Caylee was missing, and that she later received a phone call from Caylee.

A Central Florida woman named Zenaida Gonzalez subsequently sued Anthony for defamation. Her civil suit was delayed while Anthony refused to testify during the course of her criminal appeal.

Stem cell therapy to repair damaged knee cartilage

Jan. 24, 2013 ? Rush University Medical Center is conducting the nation's first clinical study of an innovative stem cell drug, Cartistem, to repair knee cartilage damaged by aging, trauma or degenerative diseases such as osteoarthritis.

Cartistem is manufactured from mesenchymal stem cells derived from allogeneic (donor) umbilical cord blood. Umbilical cord blood is a readily accessible source of high-quality stem cells, is associated with minimal health risks and carries relatively few ethical concerns.

The stem cells are mixed with hyaluronan, a natural polymer that plays a major role in wound healing and is a building block of joint cartilage. Cartistem is surgically administered into the area of cartilage damage following an arthroscopic surgery as an adjunct to microfracture, a commonly used technique used to repair cartilage damage.

The principal investigator on the study is Dr. Brian Cole, a professor in the department of orthopedics and anatomy and cell biology at Rush University Medical Center. Dr. Cole is the head of Rush's Cartilage Restoration Center and is also the head team physician for the Chicago Bulls. Cole and his co-researchers will assess the drug's safety as well as its ability to regenerate cartilage repair tissue and reduce pain in patients with localized cartilage loss in the knee.

Treating cartilage damage can be problematic because the tissue does not contain blood vessels or nerves and therefore has a limited ability to re-grow. Various treatments for cartilage degeneration, such as drug therapy, arthroscopy and joint replacement, yield mixed results and are unable to regenerate damaged tissue.

"Finding a biological solution for cartilage regeneration in orthopedics is one of the fastest growing areas of research and development in our specialty, said Cole. "Rush is spearheading this field of research with the ultimate goal of safely improving outcomes and sparing patients from having more complicated surgery at a relatively young age."

The two-year, phase I/IIa study will enroll a total of 12 participants aged 18 years and older, with a body mass index of less than 35. Initially, six individuals with lesions sized 2 to 5 centimeters will be recruited into the study; an additional six volunteers with lesions larger than 5 centimeters will be enrolled sequentially. Each participant will undergo eligibility screening followed by a 12-month observation period to determine the safety and efficacy of the drug with an additional long-term follow-up evaluation at 24 months.

"With a burgeoning aging, yet active population, our patients are looking for effective non-joint replacement solutions to treat their damaged knee cartilage," said Cole. "This research is significant in that it utilizes a commonly performed operation (microfracture) in an effort to improve upon variable outcomes."

"Notably, this is a treatment for patients with localized cartilage damage and not for patients who are diagnosed with diffuse or bone on bone arthritis who have otherwise been told they require a knee replacement." said Cole.

Nintendo Wii U Virtual Console, Performance Improvements Coming ...

Today, Nintendo President Satoru Iwata announced a slew of upcoming enhancements and new game titles for its Wii U gaming console.

Responding to consumer requests, Nintendo will provide two significant system updates that will help speed up the time it takes to launch software and return to the Wii U menu. The updates will be delivered in two stages: One in spring, and the next in summer.

Shortly after the spring update, Nintendo will launch a Virtual Console for the Wii U that will allow users to play classic Nintendo Entertainment System (NES) and Super NES games.

Only a select number of NES and Super NES games will be available at first. Iwata said the games are being rewritten for the Wii U system, so it?s not possible to offer the entire collection at launch. Eventually, the game selection will include Game Boy Advance titles, and users will be able to save game progress and play right on the Wii U GamePad.

NES games will cost between $4.99 and $5.99, while Super NES games will fall in the $7.99 to $8.99 range. Discounted rates ($1 for NES titles and $1.50 for Super NES games) will be available for those who already purchased the Wii versions of the Virtual Console games.

Nintendo will also offer one game for 30 cents each month through July to celebrate the launch the Virtual Console for Wii U and the 30th anniversary of Nintendo?s Family Computer. Games include Balloon Fight, Kirby?s Adventure, Super Metroid and Donkey Kong.

As for new games for the Wii U, Iwata revealed that an HD remake of The Legend of Zelda: The Wind Waker is scheduled for this fall, along with a new Zelda game. A 3-D Mario and a Mario Kart racing game are also on tap, with more details coming at the E3 trade show in June. Other games on the schedule include one centering on the Yoshi character, Wii Party and a role-playing game from Monolith Soft.

In his presentation, Iwata apologized for the absence of any new Wii U titles for the months of January and February, but said that offering high-quality games was more important.

?Nintendo takes seriously its responsibility to offer a steady stream of new titles in the very early days of a new platform to establish a good lineup of software,? Iwata said. ?On the other hand, we also firmly believe we have to offer quality experiences when we release new titles. Based on our software development schedules at the end of last year, we concluded we should spend a little more time to satisfy to our Nintendo standard of quality.?

The Nintendo Wii U launched in November, and the company has sold more than 890,000 units, according to NPD. Despite this, older competing consoles like Microsoft?s Xbox and Sony?s PlayStation are still doing well, so game selection will be key for Nintendo.

NEW ORLEANS (AP) ? Government scientists have agreed that all but 50 of hundreds of chimpanzees kept for federally funded research should be retired from labs and sent to a national sanctuary.

The proposal from a National Institutes of Health committee also said all of the chimps should have plenty of room to play and climb.

The NIH Council of Councils Working Group on Tuesday approved the proposal, which also calls for major cuts in grants to study chimps in laboratories and no return to breeding them for research.

Already, nine chimpanzees arrived Tuesday at Chimp Haven outside Shreveport, La., from the University of Louisiana at Lafayette's New Iberia Research Center, which no longer has an NIH chimp research contract. Seven more are expected Thursday and another 95 will arrive over the coming months, sanctuary officials said.

The federal agency said in 2011 that it would phase out most invasive research on chimpanzees. The new 86-page recommendation describes how chimpanzees should be kept and what will be needed for any future research. Chimps should be used only if there is no other way to study a threat to human health, and the research should be approved by an independent committee with members from the public, said the Council of Councils proposal, which will be sent to the NIH's director after a 60-day public-comment period.

Animal-rights activists said they were pleased by the recommendations.

"At last, our federal government understands: A chimpanzee should no more live in a laboratory than a human should live in a phone booth," the People for the Ethical Treatment of Animals said in a statement.

Chimp Haven was created on 200 acres of a Caddo Parish park in Keithville in northwest Louisiana.

"We should see more than 300 chimpanzees getting moved to the federal sanctuary system," said Kathleen Conlee, the Humane Society of the United States' vice president for animal research issues.

But Conlee said she was disappointed by the recommendation to keep a group of about 50 in case further research on chimpanzees is approved.

"But I'm glad they made clear those animals should be kept to much higher standards than they are currently being kept in," she said.

Chimpanzees should be kept in groups of at least seven, with about 1,000 square feet of outdoor space per chimp ? roughly one-sixth of an acre for a group of seven, according to the proposal.

The space must include year-round outdoor access with a variety of natural surfaces such as grass, dirt and mulch, and enough climbing space to let all members of large troupes travel, feed and rest well above the ground, and with material to let them build new nests each day, the report said.

Chimp Haven's enclosures range from a quarter-acre to five acres, some of them forested and all with climbing structures.

The announcement of its first animals from the University of Louisiana at Lafayette's New Iberia Research Center was delayed a day to keep stress on them to a minimum, officials said.

"Understandably, the chimpanzees are nervous when they arrive, and we do everything possible to ease their stress. That includes limiting the number of people in the area to only those who are required to help with the chimpanzees. We also must minimize the risks of the chimpanzees being exposed to communicable diseases," veterinarian Raven Jackson said in the news release.

A $30 million cap on total spending for construction and care of Chimp Haven's retirees has been looming. That would stop NIH from contributing 75 percent of the $13,000 annual cost to care for each federal chimpanzee.

Conlee said the Humane Society will urge Congress to move money now spent on research contracts to Chimp Haven. The sanctuary gives the animals better care for less money than the labs are paid, she said.

AP IMPACT: Recession, tech kill middle-class jobs

(AP) ? Five years after the start of the Great Recession, the toll is terrifyingly clear: Millions of middle-class jobs have been lost in developed countries the world over.

And the situation is even worse than it appears.

Most of the jobs will never return, and millions more are likely to vanish as well, say experts who study the labor market. What's more, these jobs aren't just being lost to China and other developing countries, and they aren't just factory work. Increasingly, jobs are disappearing in the service sector, home to two-thirds of all workers.

They're being obliterated by technology.

Year after year, the software that runs computers and an array of other machines and devices becomes more sophisticated and powerful and capable of doing more efficiently tasks that humans have always done. For decades, science fiction warned of a future when we would be architects of our own obsolescence, replaced by our machines; an Associated Press analysis finds that the future has arrived.

"The jobs that are going away aren't coming back," says Andrew McAfee, principal research scientist at the Center for Digital Business at the Massachusetts Institute of Technology and co-author of "Race Against the Machine." ''I have never seen a period where computers demonstrated as many skills and abilities as they have over the past seven years."

The global economy is being reshaped by machines that generate and analyze vast amounts of data; by devices such as smartphones and tablet computers that let people work just about anywhere, even when they're on the move; by smarter, nimbler robots; and by services that let businesses rent computing power when they need it, instead of installing expensive equipment and hiring IT staffs to run it. Whole employment categories, from secretaries to travel agents, are starting to disappear.

"There's no sector of the economy that's going to get a pass," says Martin Ford, who runs a software company and wrote "The Lights in the Tunnel," a book predicting widespread job losses. "It's everywhere."

The numbers startle even labor economists. In the United States, half the 7.5 million jobs lost during the Great Recession were in industries that pay middle-class wages, ranging from $38,000 to $68,000. But only 2 percent of the 3.5 million jobs gained since the recession ended in June 2009 are in midpay industries. Nearly 70 percent are in low-pay industries, 29 percent in industries that pay well.

In the 17 European countries that use the euro as their currency, the numbers are even worse. Almost 4.3 million low-pay jobs have been gained since mid-2009, but the loss of midpay jobs has never stopped. A total of 7.6 million disappeared from January 2008 through last June.

Experts warn that this "hollowing out" of the middle-class workforce is far from over. They predict the loss of millions more jobs as technology becomes even more sophisticated and reaches deeper into our lives. Maarten Goos, an economist at the University of Leuven in Belgium, says Europe could double its middle-class job losses.

Some occupations are beneficiaries of the march of technology, such as software engineers and app designers for smartphones and tablet computers. Overall, though, technology is eliminating far more jobs than it is creating.

To understand the impact technology is having on middle-class jobs in developed countries, the AP analyzed employment data from 20 countries; tracked changes in hiring by industry, pay and task; compared job losses and gains during recessions and expansions over the past four decades; and interviewed economists, technology experts, robot manufacturers, software developers, entrepreneurs and people in the labor force who ranged from CEOs to the unemployed.

The AP's key findings:

?For more than three decades, technology has reduced the number of jobs in manufacturing. Robots and other machines controlled by computer programs work faster and make fewer mistakes than humans. Now, that same efficiency is being unleashed in the service economy, which employs more than two-thirds of the workforce in developed countries. Technology is eliminating jobs in office buildings, retail establishments and other businesses consumers deal with every day.

?Technology is being adopted by every kind of organization that employs people. It's replacing workers in large corporations and small businesses, established companies and start-ups. It's being used by schools, colleges and universities; hospitals and other medical facilities; nonprofit organizations and the military.

?The most vulnerable workers are doing repetitive tasks that programmers can write software for ? an accountant checking a list of numbers, an office manager filing forms, a paralegal reviewing documents for key words to help in a case. As software becomes even more sophisticated, victims are expected to include those who juggle tasks, such as supervisors and managers ? workers who thought they were protected by a college degree.

?Thanks to technology, companies in the Standard & Poor's 500 stock index reported one-third more profit the past year than they earned the year before the Great Recession. They've also expanded their businesses, but total employment, at 21.1 million, has declined by a half-million.

?Start-ups account for much of the job growth in developed economies, but software is allowing entrepreneurs to launch businesses with a third fewer employees than in the 1990s. There is less need for administrative support and back-office jobs that handle accounting, payroll and benefits.

?It's becoming a self-serve world. Instead of relying on someone else in the workplace or our personal lives, we use technology to do tasks ourselves. Some find this frustrating; others like the feeling of control. Either way, this trend will only grow as software permeates our lives.

?Technology is replacing workers in developed countries regardless of their politics, policies and laws. Union rules and labor laws may slow the dismissal of employees, but no country is attempting to prohibit organizations from using technology that allows them to operate more efficiently ? and with fewer employees.

Some analysts reject the idea that technology has been a big job killer. They note that the collapse of the housing market in the U.S., Ireland, Spain and other countries and the ensuing global recession wiped out millions of middle-class construction and factory jobs. In their view, governments could bring many of the jobs back if they would put aside worries about their heavy debts and spend more. Others note that jobs continue to be lost to China, India and other countries in the developing world.

But to the extent technology has played a role, it raises the specter of high unemployment even after economic growth accelerates. Some economists say millions of middle-class workers must be retrained to do other jobs if they hope to get work again. Others are more hopeful. They note that technological change over the centuries eventually has created more jobs than it destroyed, though the wait can be long and painful.

A common refrain: The developed world may face years of high middle-class unemployment, social discord, divisive politics, falling living standards and dashed hopes.

In the U.S., the economic recovery that started in June 2009 has been called the third straight "jobless recovery."

But that's a misnomer. The jobs came back after the first two.

Most recessions since World War II were followed by a surge in new jobs as consumers started spending again and companies hired to meet the new demand. In the months after recessions ended in 1991 and 2001, there was no familiar snap-back, but all the jobs had returned in less than three years.

But 42 months after the Great Recession ended, the U.S. has gained only 3.5 million, or 47 percent, of the 7.5 million jobs that were lost. The 17 countries that use the euro had 3.5 million fewer jobs last June than in December 2007.

This has truly been a jobless recovery, and the lack of midpay jobs is almost entirely to blame.

Fifty percent of the U.S. jobs lost were in midpay industries, but Moody's Analytics, a research firm, says just 2 percent of the 3.5 million jobs gained are in that category. After the four previous recessions, at least 30 percent of jobs created ? and as many as 46 percent ? were in midpay industries.

Other studies that group jobs differently show a similar drop in middle-class work.

Some of the most startling studies have focused on midskill, midpay jobs that require tasks that follow well-defined procedures and are repeated throughout the day. Think travel agents, salespeople in stores, office assistants and back-office workers like benefits managers and payroll clerks, as well as machine operators and other factory jobs. An August 2012 paper by economists Henry Siu of the University of British Columbia and Nir Jaimovich of Duke University found these kinds of jobs comprise fewer than half of all jobs, yet accounted for nine of 10 of all losses in the Great Recession. And they have kept disappearing in the economic recovery.

Webb Wheel Products makes parts for truck brakes, which involves plenty of repetitive work. Its newest employee is the Doosan V550M, and it's a marvel. It can spin a 130-pound brake drum like a child's top, smooth its metal surface, then drill holes ? all without missing a beat. And it doesn't take vacations or "complain about anything," says Dwayne Ricketts, president of the Cullman, Ala., company.

Thanks to computerized machines, Webb Wheel hasn't added a factory worker in three years, though it's making 300,000 more drums annually, a 25 percent increase.

"Everyone is waiting for the unemployment rate to drop, but I don't know if it will much," Ricketts says. "Companies in the recession learned to be more efficient, and they're not going to go back."

In Europe, companies couldn't go back even if they wanted to. The 17 countries that use the euro slipped into another recession 14 months ago, in November 2011. The current unemployment rate is a record 11.8 percent.

European companies had been using technology to replace midpay workers for years, and now that has accelerated.

"The recessions have amplified the trend," says Goos, the Belgian economist. "New jobs are being created, but not the middle-pay ones."

In Canada, a 2011 study by economists at the University of British Columbia and York University in Toronto found a similar pattern of middle-class losses, though they were working with older data. In the 15 years through 2006, the share of total jobs held by many midpay, midskill occupations shrank. The share held by foremen fell 37 percent, workers in administrative and senior clerical roles fell 18 percent and those in sales and service fell 12 percent.

In Japan, a 2009 report from Hitotsubashi University in Tokyo documented a "substantial" drop in midpay, midskill jobs in the five years through 2005, and linked it to technology.

Developing economies have been spared the technological onslaught ? for now. Countries like Brazil and China are still growing middle-class jobs because they're shifting from export-driven to consumer-based economies. But even they are beginning to use more machines in manufacturing. The cheap labor they relied on to make goods from apparel to electronics is no longer so cheap as their living standards rise.

One example is Sunbird Engineering, a Hong Kong firm that makes mirror frames for heavy trucks at a factory in southern China. Salaries at its plant in Dongguan have nearly tripled from $80 a month in 2005 to $225 today. "Automation is the obvious next step," CEO Bill Pike says.

Sunbird is installing robotic arms that drill screws into a mirror assembly, work now done by hand. The machinery will allow the company to eliminate two positions on a 13-person assembly line. Pike hopes that additional automation will allow the company to reduce another five or six jobs from the line.

"By automating, we can outlive the labor cost increases inevitable in China," Pike says. "Those who automate in China will win the battle of increased costs."

Foxconn Technology Group, which assembles iPhones at factories in China, unveiled plans in 2011 to install one million robots over three years.

A recent headline in the China Daily newspaper: "Chinese robot wars set to erupt."

Candidates for U.S. president last year never tired of telling Americans how jobs were being shipped overseas. China, with its vast army of cheaper labor and low-value currency, was easy to blame.

But most jobs cut in the U.S. and Europe weren't moved. No one got them. They vanished. And the villain in this story ? a clever software engineer working in Silicon Valley or the high-tech hub around Heidelberg, Germany ? isn't so easy to hate.

"It doesn't have political appeal to say the reason we have a problem is we're so successful in technology," says Joseph Stiglitz, a Nobel Prize-winning economist at Columbia University. "There's no enemy there."

Unless you count family and friends and the person staring at you in the mirror. The uncomfortable truth is technology is killing jobs with the help of ordinary consumers by enabling them to quickly do tasks that workers used to do full time, for salaries.

Use a self-checkout lane at the supermarket or drugstore? A worker behind a cash register used to do that.

Buy clothes without visiting a store? You've taken work from a salesman.

Click "accept" in an email invitation to attend a meeting? You've pushed an office assistant closer to unemployment.

Book your vacation using an online program? You've helped lay off a travel agent. Perhaps at American Express Co., which announced this month that it plans to cut 5,400 jobs, mainly in its travel business, as more of its customers shift to online portals to plan trips.

Software is picking out worrisome blots in medical scans, running trains without conductors, driving cars without drivers, spotting profits in stocks trades in milliseconds, analyzing Twitter traffic to tell where to sell certain snacks, sifting through documents for evidence in court cases, recording power usage beamed from digital utility meters at millions of homes, and sorting returned library books.

Technology gives rise to "cheaper products and cool services," says David Autor, an economist at MIT, one of the first to document tech's role in cutting jobs. "But if you lose your job, that is slim compensation."

Even the most commonplace technologies ? take, say, email ? are making it tough for workers to get jobs, including ones with MBAs, like Roshanne Redmond, a former project manager at a commercial real estate developer.

"I used to get on the phone, talk to a secretary and coordinate calendars," Redmond says. "Now, things are done by computer."

Technology is used by companies to run leaner and smarter in good times and bad, but never more than in bad. In a recession, sales fall and companies cut jobs to save money. Then they turn to technology to do tasks people used to do. And that's when it hits them: They realize they don't have to re-hire the humans when business improves, or at least not as many.

The Hackett Group, a consultant on back-office jobs, estimates 2 million of them in finance, human resources, information technology and procurement have disappeared in the U.S. and Europe since the Great Recession. It pins the blame for more than half of the losses on technology. These are jobs that used to fill cubicles at almost every company ? clerks paying bills and ordering supplies, benefits managers filing health-care forms and IT experts helping with computer crashes.

"The effect of (technology) on white-collar jobs is huge, but it's not obvious," says MIT's McAfee. Companies "don't put out a press release saying we're not hiring again because of machines."

What hope is there for the future?

Historically, new companies and new industries have been the incubator of new jobs. Start-up companies no more than five years old are big sources of new jobs in developed economies. In the U.S., they accounted for 99 percent of new private sector jobs in 2005, according to a study by the University of Maryland's John Haltiwanger and two other economists.

But even these companies are hiring fewer people. The average new business employed 4.7 workers when it opened its doors in 2011, down from 7.6 in the 1990s, according to a Labor Department study released last March.

Technology is probably to blame, wrote the report's authors, Eleanor Choi and James Spletzer. Entrepreneurs no longer need people to do clerical and administrative tasks to help them get their businesses off the ground.

In the old days ? say, 10 years ago ? "you'd need an assistant pretty early to coordinate everything ? or you'd pay a huge opportunity cost for the entrepreneur or the president to set up a meeting," says Jeff Connally, CEO of CMIT Solutions, a technology consultancy to small businesses.

Now technology means "you can look at your calendar and everybody else's calendar and ? bing! ? you've set up a meeting." So no assistant gets hired.

Entrepreneur Andrew Schrage started the financial advice website Money Crashers in 2009 with a partner and one freelance writer. The bare-bones start-up was only possible, Schrage says, because of technology that allowed the company to get online help with accounting and payroll and other support functions without hiring staff.

"Had I not had access to cloud computing and outsourcing, I estimate that I would have needed 5-10 employees to begin this venture," Schrage says. "I doubt I would have been able to launch my business."

Technological innovations have been throwing people out of jobs for centuries. But they eventually created more work, and greater wealth, than they destroyed. Ford, the author and software engineer, thinks there is reason to believe that this time will be different. He sees virtually no end to the inroads of computers into the workplace. Eventually, he says, software will threaten the livelihoods of doctors, lawyers and other highly skilled professionals.

Many economists are encouraged by history and think the gains eventually will outweigh the losses. But even they have doubts.

"What's different this time is that digital technologies show up in every corner of the economy," says McAfee, a self-described "digital optimist." ''Your tablet (computer) is just two or three years old, and it's already taken over our lives."

Peter Lindert, an economist at the University of California, Davis, says the computer is more destructive than innovations in the Industrial Revolution because the pace at which it is upending industries makes it hard for people to adapt.

Occupations that provided middle-class lifestyles for generations can disappear in a few years. Utility meter readers are just one example. As power companies began installing so-called smart readers outside homes, the number of meter readers in the U.S. plunged from 56,000 in 2001 to 36,000 in 2010, according to the Labor Department.

In 10 years? That number is expected to be zero.
