Stocks shoot up as investors bet on 'cliff' deal

(AP) ? The stock market shot higher on Monday even as the "fiscal cliff" neared. By the time trading ended, Republicans and Democrats still hadn't reached a budget compromise ? but investors were betting that they would.

It was a dramatic day on what turned out to be a strong year for stocks. The Standard & Poor's 500 index rose 13.4 percent for the year, after finishing flat in 2011. It was the index's best year since 2009, and it came despite overhanging problems like Europe's debt crisis and anemic U.S. growth, bringing U.S. indexes close to their highs reached before the 2008 financial crisis.

Including dividends, the gain for the S&P 500 was even higher ? 16 percent.

The close Monday was a high note in what had been a choppy day for the market, as choppy as the "fiscal cliff" deal-making that has been yanking it around. It also marked a turnaround after five straight days of "cliff"-influenced losses. The Dow Jones industrial average and the Standard & Poor's 500 both climbed more than 1 percent. The Nasdaq composite index rose 2 percent.

Stocks fell at the opening of trading Monday and struggled for direction throughout the morning. The indecisiveness overlaid a day of dramatic budget negotiations in Washington, where lawmakers were trying to hammer out a new budget deal to avert the "fiscal cliff." That refers to automatic tax increases and government spending cuts that will kick in without a budget deal.

Stocks jerked higher at midday following reports that the bare outline of a deal to avoid the "cliff" had been knit together. The gains faded after President Barack Obama said in the early afternoon that a compromise was "within sight," but not finalized. Then, in the late afternoon, the indexes shot higher again. Congressional Republicans and the Democratic White House said they had agreed on some measures, but still had no final deal in hand.

At the close of trading, Dow Jones industrial average was up 166.03 points, finishing the year at 13,104.14. That's a gain of 7.3 percent for the year, its fourth straight year of gains.

The S&P 500 rose 23.76 to 1,426.19. The Nasdaq composite climbed 59.20 to 3,019.51. For the year the Nasdaq rose 15.9 percent.

With the "fiscal cliff" still closing in, investors' opinions about its potential impact varied, making its long-term effect on the market hard to guess.

Some investors are unruffled. They think that even if the U.S. does go over the "cliff," it would be more akin to the anti-climactic Y2K scare than a true Armageddon. The "cliff's" impact would be felt only gradually, they reason. For example, workers might get more taxes withheld from their first couple of paychecks in the new year, but it's not as if they'd have to pay all their higher taxes up front on Tuesday. And Congress could always retroactively repeal those higher taxes.

Others are more concerned. The higher taxes and lower government spending could take more than $600 billion out of the U.S. economy and send it back into recession. Investors would have no good read on the country's long-term policy for taxes and spending.

The psychological impact ? the U.S. would essentially be broadcasting that its lawmakers can't compromise ? would also hurt.

"We're having a fragile recovery, with the pain of 2008 still fresh on everybody's mind," said Joe Heider, principal at Rehmann Group outside Cleveland. "It's fear of the unknown. And fear is one of the greatest drivers of the financial markets."

Tim Speiss, partner in charge of the personal wealth advisers practice at EisnerAmper in New York, followed the "cliff" negotiations on Monday and wondered if the U.S. would get its debt rating cut again. The Standard & Poor's ratings agency cut its rating of the U.S. government amid similar negotiations in August 2011, when lawmakers were arguing over the government's borrowing limit. S&P said at the time that the "political brinksmanship" highlighted how "America's governance and policymaking (is) becoming less stable, less effective, and less predictable." Its rating cut sent the stock market into a tailspin.

The other major ratings agencies, Moody's and Fitch, have suggested that they might lower their ratings of the U.S. because of the "fiscal cliff."

"That is, unfortunately, the big story," Speiss said.

It's also one of the only stories. There's been little other news to trade on during the holiday season, giving the "fiscal cliff" drama outsized influence. No major companies are scheduled to report earnings this week. The most significant economic indicator scheduled for this week, the government's monthly jobs report, won't be released until Friday.

The yield on the benchmark 10-year Treasury note rose to 1.76 percent from 1.70 percent late Friday, a sign that investors were moving money into stocks.

Some of the best-performing stocks for the year were those that were making up for deep losses in 2011. Homebuilder PulteGroup nearly tripled after falling for five of the previous six years. Appliance maker Whirlpool and Bank of America more than doubled over the year, after falling by double-digit percentages in 2011.

Some of the worst performers of 2012 were Best Buy, Hewlett-Packard and J.C. Penney. All are struggling to keep up with competitors who have adapted more quickly to changing technologies and customer tastes. They were all up for the day, but were all down at least 44 percent for the year.

The Dem Love-Hate Relationship with Senator Lieberman ...

Connecticut?s Courant has this as part of a lengthy article regarding the retiring Jewish Senator Joe Lieberman: Lieberman?s evolution over the years brought him a series of new friends and supporters, including McCain, Bush, and Fox News commentator Sean Hannity. It also brought him a small army of political enemies who coalesced around a previously unknown anti-war candidate named Ned Lamont to defeat Lieberman in the 2006 U.S. Senate primary.

But Lieberman says he was vindicated with his greatest political victory in November 2006, made possible by a coalition largely made up of Republicans and independents. That proved to be his final campaign in a career that is now closing after 40 years in public service, including 24 years in the U.S. Senate.

In Connecticut, many liberal Democrats increasingly soured on Lieberman?s hawkish stances on defense and his support of Republican views. He was at his peak when he made history as the first Jewish American on a major party ticket, but his later views on the war in Iraq prompted many Democrats to deride him as a controversial and divisive figure.

Lieberman supporters believe that it was the Democratic Party ? more than Lieberman ? that changed through the years, as evidenced by the party?s blistering opposition to the Iraq war.

Lieberman himself attributed the change to ?a very unusual series of events in which I had different opportunities? involving ?different times and different people and different relationships that I had,? including his close friendship with McCain?

At the other end of the spectrum, hard-core liberals and some true-blue Democrats regret voting for Lieberman in his earlier days and say they would never do so again.

Consumer activist Ralph Nader says that Lieberman turned into ?a right-wing extremist on everything except the environment and gay rights? in the Senate.

?He started out as a promising environmentalist when he was a junior senator, and he turned into one of the leading warmongers for the American empire and an uncritical advocate for the military industrial complex that President Eisenhower warned us about,? Nader said in an interview. ?He never met a weapon system that he didn?t like. ? Look how Lieberman betrayed his own party. I?m not a fan of the Democratic Party. This is a guy who stood at the Republican National Convention, next to McCain. He supports the opponent. He describes Obama as immature, inexperienced. He comes back to the Senate, and they give him his chairmanship back!?

Despite the public clashes with friends, Lieberman has always rebounded. Even though Lieberman supported McCain over Obama in 2008, it was Obama who stepped in and said Lieberman should remain as the chairman of the Senate homeland security committee at a time when some Democrats were still angry. Although Lieberman was the first Senate Democrat to publicly scold then-President Bill Clinton in a memorable speech on the Senate floor during the Monica Lewinsky scandal in 1998, it was Clinton who traveled to Waterbury eight years later to rally support for Lieberman when he was on the ropes in the bitter primary. Clinton told the crowd that day that Lieberman was his longtime friend, and ?I love him.?

Halima N. Leak will be the inaugural executive director for Paul Quinn College?s Center for Fundraising and Philanthropy, scheduled to open in January.

Leak will be formally introduced to the public at Paul Quinn?s Media and Community Appreciation Day on Feb. 25.

Leak has nearly 15 years of experience as both a fundraiser and an educator. She?ll direct a center that will house an innovative academic program.

In an effort to explore new opportunities for the revitalization of the Duncanville Fieldhouse, the Duncanville City Council has partnered with Northwood University in Cedar Hill for students to develop potential plans to generate profit from the city?s athletic facility on Main Street.

The students presented recommendations to the council about the facility that could attract new business. Some ideas included transforming it into a dance hall, small business incubator facility, apartments and condos or a convention center.

The council plans to share the students? recommendations with the Fieldhouse Task Force, a group of volunteers recently formed to research and present findings and recommendations.

Nonprofit group wins awards for film

Caring for the World Films, an Oak Cliff-based nonprofit, has won several awards for its film Hearts in the Himalayas, directed by Oak Cliff resident Debi Lang.

The film won the Award of Merit in the Women Filmmaker category from the Best Shorts Competition. The award was given for Lang?s humanitarian documentary that profiles the work of Himalayan HealthCare, an organization that provides medical care, education and income-generation opportunities to the people of rural Nepal.

The film integrates footage shot during a Mount Everest-size expedition fraught with challenges.

?It is a win not only for me and my team, but also the HHC volunteers and the people of Nepal,? Lang said.

In addition, Media Global News, the media arm of the United Nations, has made the movie its featured documentary on its website, media global.org.

Hearts in the Himalayas also won four Omni Awards for the 2012 season.

Week's second snow storm expected to be milder

NEW YORK (AP) ? Snow from a mild but widespread winter storm began falling Saturday over most of the Northeast and the upper Ohio River Valley, the second in less than a week for the regions.

Forecasters expected the heaviest snowfall of up to 8 inches in southern New England, including Boston and Providence, R.I., by late Saturday. Farther south, New York City and Philadelphia saw a mix of rain and snowfall as the storm moved in from the west. A few inches of snow were forecast.

"Expect those accumulations to kind of work their way northeastward through much of New York state and much of New England," said meteorologist Brian Hurley of the National Weather Service.

About 20 vehicles piled up in a storm-related chain-reaction crash on Interstate 93 in New Hampton, N.H., police said, and five people were injured.

Drivers throughout the regions were warned to be cautious. Officials lowered the speed limit to 45 mph on much of the Pennsylvania Turnpike, about 300 miles from the Ohio state line to east-central Pennsylvania.

Flights at Philadelphia's airport were delayed about an hour, mostly arrivals, spokeswoman Stacy Jackson said.

Parts of southern Indiana saw 6-8 inches from the storm, some in areas that had received more than a foot from a blizzard earlier in the week.

That blizzard was part of a storm system that dumped more than a foot of snow in some places and has been blamed for at least 16 deaths. It also spawned more than a dozen tornadoes in Alabama, the National Weather Service said.

But Saturday's snow "shouldn't be as heavy with the previous storm," weather service meteorologist Marty Rausch said.

MSF: More refugees to worsen state of Kenya camp

NAIROBI, Kenya (AP) ?

The health of thousands of Somali refugees will be threatened if they are moved from the country's urban areas into a camp near the Kenyan-Somali border, an international aid group has said.

Dadaab refugee camp is overstretched well beyond its original capacity of 90,000 people and to add more refugees will worsen the humanitarian conditions of the camp and increase the risk of disease epidemics, said Medecins Sans Frontieres, or Doctors Without Borders, in a statement Friday.

Earlier this month the Kenyan government decided that all refugees and asylum seekers must return to refugee camps. The decision to move Somali refugees to Dadaab was made because of ongoing insecurity in the country. Kenya has endured more than a year of attacks by explosives and guns which have been blamed on sympathizers of Somali militants who are being fought by Kenyan troops in Somalia.

Dadaab Camp's squalid living conditions and insufficient assistance have been compounded by increasing insecurity over the last year, according to MSF.

"The assistance provided in Dadaab is already completely overstretched and cannot meet existing needs," said Dr. Elena Velilla, MSF's head of mission in Kenya. "In the event of an influx of new arrivals, MSF would not be able to increase its assistance or respond to a new emergency due to ongoing insecurity."

Since the beginning of December, heavy rains have flooded the camps, and the already fragile shelter and sanitation conditions have become even more deplorable, with dramatic consequences for the population's health, said Velilla.

The number of children hospitalized for severe acute malnutrition has doubled, with approximately 300 children hospitalized. Most of them are also suffering from acute watery diarrhoea or severe respiratory tract infections, attributable to the poor living conditions in the camps.

The government through the Department of Refugee Affairs said in a statement earlier this month that Kenya hosts refugees from nine countries. However, given the security environment in Kenya, it's clear the government is most concerned about the hundreds of thousands of refugees from Somalia. Hosting so many refugees, the statement said, brings many challenges, including "rampant insecurity" in refugee camps and urban areas.

"It is in this public domain that many people have been killed and several more injured with grenade attacks in our streets, churches, and buses and in business places," the statement said.

The government said that due to the "unbearable and uncontrollable threat to national security" it had decided that all refugees and asylum seekers from Somalia must return to the large refugee camp complex known as Dadaab, a seemingly endless expanse of refugee housing on the sands of Kenya close to the Somali border. More than 400,000 refugees live in Dadaab, making it the largest refugee camp in the world.

An explosion went off near a voter registration center in Dadaab , wounding one person on Dec 14. The camp has seen several small bomb attacks over the last year.

Kenya sent military forces into Somalia in late 2011. Since then, the country has seen a series of small-scale attacks on churches, bars and at public transportation stops. Most attacks are small, but they have occurred every several weeks for nearly a year. Five people were killed and more than a dozen wounded after an attacker threw a grenade outside a mosque in the Somali neighborhood of Nairobi this month.

Following that attack, security forces began targeting hundreds of refugees who live in that neighborhood, Eastleigh, which is sometimes referred to as "Little Mogadishu." Hundreds of people of Somali origin have been arrested, many because of their immigration status.

Haitian president to sing with Julio Iglesias

(AP) ? Haiti's singer-turned-president is returning to the international stage.

President Michel Martelly will sing two songs with Spanish singer Julio Iglesias at a benefit concert Friday in the Dominican Republic. Martelly has made several impromptu performances in Haiti since he was elected in May 2011. But the show in Casa de Campo will be his first performance outside Haiti for the artist known as "Sweet Micky."

Concert organizer George Nader says proceeds will go to the Pink and White Foundation, a charity run by Martelly and his wife, Sophia.

Among those expected to attend are Henry Kissinger and designers Donna Karan and Oscar de la Renta.

Martelly was known for often bawdy performances before he was elected president of a country struggling to recover from a January 2010 earthquake.

Impact Investing, Naturally | Bonnie Foley-Wong

Are we hardwired to make impact investing impossible? That is the question posed by Ben Metz on the Pioneers Post. In my response to what motivates us to invest for positive impact, we must consider the following: what does impact mean to each of us, what is the purpose of money and monetary rewards, and how we make decisions.

Impact is Personal

I believe impact is fair and equitable access to resources for all. By resources, I include food, clean water, shelter, education, information, energy, transportation ? anything that is a resource that enables people to do the things they need to do to have a thriving, fulfilling life. More specifically, the things that had the most significant impact in my life were access to education (specifically deep literacy in financial matters), guidance from people who identified and supported potential, not just performance, and being in careers where building relationships was a daily necessity. It is no coincidence that the social venture I have created is focused on investing in earlier stage entrepreneurs with potential, building a community of investors and increasing investment literacy, and building relationships between investors and entrepreneurs. I support and serve women investors because I believe growing the community of women investors will have the most positive impact and knock-on effect on the world.

Ask a handful of people what they believe ?impact? is and get a handful of different answers. Impact is personal. It depends upon personal experiences. What someone experienced in their life will influence what they believe is impact. Just take a look at how organizations and businesses are often formed. Many are solutions to problems or challenges faced by the founders themselves. Founders create impact based on their personal experience of what would have greatest impact.

In his post, Ben writes that ?introducing the promise of monetary reward can actually reduce the motivation to do good ? and throwing more money at the problem doesn?t yield proportionate returns.?

The issue is not ?doing good and pursuing monetary reward, where one competes against the other?. It is most definitely not about one as motivation for the other. They are distinct, but complementary goals and desires. Each has its own motivation and each yields its own, complementary outcome.

The promise of monetary reward triggers an analytical part of the brain, potentially motivating a person to maximize monetary reward. However, to increase the motivation to do good, we must consider the key influencers of decisions to do good, such as feelings of fulfilment, contentment, joy, and love. For each person, these key influencers to do good are going to be different and personal.

Ben notes a study in 2000, where researchers offered subjects the opportunity to earn money for a charity at varying levels of financial reward. The study shows that monetary rewards alone do not motivate good acts. Feelings of creating fairness, emotional drivers, physiological conditions, and mindset all could have influenced the decisions to generate more money for the charity or not. How motivated each subject was to generate more money for the charity would have been influenced by their personal experiences.

The Purpose of Money and Monetary Rewards

The connection between the study?s subjects earning money for themselves and impact investing is that in order for doing good or doing purposeful work to be ongoing, it must be economically viable. To be economically viable, we must also earn money. More accurately, we must continually produce, generate, recycle, and reuse resources in order to sustain ourselves ? money happens to be the measure and currency of those resources.

It gets even more complicated and interesting. Money and monetary rewards are not themselves motivators. Instead, I believe it is the purpose of money that motivates people. Dougald Hine gave a great presentation on the purpose of money, in which he describes five main purposes:

  • Subsistence ? a means to stay alive or sustain one?s self
  • Security ? a means to manage your future, to make the world less unpredictable
  • Luxury ? if something is a luxury, then you?re not dependent upon it
  • Status ? games by which people establish, hold onto, and change status
  • Accumulation ? the idea that more is in and of itself better

Relating the above to investing, the purpose of money or more specifically the purpose of a financial return is:

  • to create an income to sustain one?s self or others
  • to grow financial reserves in order to manage the future or manage change or be re-invested in other ventures and projects
  • for luxury, if investing is not one?s main source of income
  • for status as a successful investor
  • simply as a way of keeping score, if you treat investing as a game

Integrated Decision-Making

Impact investing is a complex decision-making experience. We seek multiple outcomes from an impact investment ? economic viability and positive impact in the unknown and uncertain future. To achieve these multiple outcomes, we require multiple inputs into the decision-making experience or process.

We all make decisions using analysis, emotion, intuition, and body. Reflect upon the biggest decisions you have made in your life ? choosing a college, university or course to further your education, choosing a career path, or choosing in what city in the world to live. All of these decisions are similar to those faced in impact investing ? they each come with different monetary implications and each may have impact. There is a high likelihood that you conducted some analysis and reflected upon the emotions you felt given your choices. Your physiological state and a dose of intuition likely would have affected your decision. I suspect monetary reward alone would not have been a sufficient motivator where impact is important to you.

These ideas, concepts, and approaches ? that impact is personal, the purpose of money and investing, and integrated investment decision-making ? will be discussed further in the book I am writing on investing in an integrated way. Princess of Death

The Princess of Death.

In Bujerba Legends, it speaks of a young woman from Earth, who lives an ordinary life. Who does the same old things, and lives a very boring life. That is, until she dies. She passes into the After Life and is placed into Bujerba, the Realm where dead souls that bare their last life lie. They cannot pass to Hevalh(Heaven) nor Hil(Hell), and once they lose their lives in Bujerba they become nothing. Except The Princess of Death, also known as The Eternal Sacrifice to some. She can die without actually dyeing, and her blood is said to bring the dead back to life in Bujerba. But the rest of these lost souls have to live out the rest of their lives in Bujerba, fighting for survival even in the After Life. Fighting off ?The Corrupt.?

Seven Espers made of Twisted and Lost souls full of Darkness and Hatred, roam freely in this Realm. Created by Bujerlins, the inhabitants of Bujerba, they were made to replace the Holy Sev(en) Espers. However, the Bujerlins died after this production, leaving these Espers with no purpose in a Demented Realm. They were banded together into a group now known as ?The Corrupt? by Falih who has ordered them to destroy the Holy Sev Esper Stones before they are revived by The Eternal Sacrifice.

In the Bujerba Legend, it also speaks of The Princess of Death having the ability to awaken these stones, to revive them from their slumber with her blood. They are to serve and protect her, and help her find the other Stones so the Holy Sev Espers can destroy The Corrupt.

But the Bujerlins are worried. Already ?The Corrupt? have destroyed countless cities, towns, villages, homes?people. It is searching for the Holy Sev, and close to obtaining one. They are beginning to think the Legend is wrong, and that Ancient Bujerlins created a Happy Ending to give false hope.

That is, until a villager finds a random girl in the Henne Fields where the Mist is thickest.

Over the fiscal cliff: What kind of landing?

WASHINGTON (AP) ? Efforts to save the nation from going over a year-end "fiscal cliff" were in disarray as lawmakers fled the Capitol for their Christmas break. "God only knows" how a deal can be reached now, House Speaker John Boehner declared.

President Barack Obama, on his way out of town himself, insisted a bargain could still be struck before Dec. 31. "Call me a hopeless optimist," he said.

A look at why it's so hard for Republicans and Democrats to compromise on urgent matters of taxes and spending, and what happens if they fail to meet their deadline:

NEW YEAR'S HEADACHE

Partly by fate, partly by design, some scary fiscal forces come together at the start of 2013 unless Congress and Obama act to stop them. They include:

? Some $536 billion in tax increases, touching nearly all Americans, because various federal tax cuts and breaks expire at year's end.

? About $110 billion in spending cuts divided equally between the military and most other federal departments. That's about 8 percent of their annual budgets, 9 percent for the Pentagon.

Hitting the national economy with that double whammy of tax increases and spending cuts is what's called going over the "fiscal cliff." If allowed to unfold over 2013, it would lead to recession, a big jump in unemployment and financial market turmoil, economists predict.

WHAT IF THEY MISS THE DEADLINE?

If New Year's Day arrives without a deal, the nation shouldn't plunge onto the shoals of recession immediately. There still might be time to engineer a soft landing.

So long as lawmakers and the president appear to be working toward agreement, the tax hikes and spending cuts could mostly be held at bay for a few weeks. Then they could be repealed retroactively once a deal was reached.

The big wild card is the stock market and the nation's financial confidence: Would traders start to panic if Washington appeared unable to reach accord? Would worried consumers and businesses sharply reduce their spending? In what could be a preview, stock prices around the world dropped Friday after House Republican leaders' plan for addressing the fiscal cliff collapsed.

Federal Reserve Chairman Ben Bernanke has warned lawmakers that the economy is already suffering from the uncertainty and they shouldn't risk making it worse by blowing past their deadline.

WHAT IF THEY NEVER AGREE?

If negotiations between Obama and Congress collapse completely, 2013 looks like a rocky year.

Taxes would jump $2,400 on average for families with incomes of $50,000 to $75,000, according to a study by the non-partisan Tax Policy Center. Because consumers would get less of their paychecks to spend, businesses and jobs would suffer.

At the same time, Americans would feel cuts in government services; some federal workers would be furloughed or laid off, and companies would lose government business. The nation would lose up to 3.4 million jobs, the Congressional Budget Office predicts.

"The consequences of that would be felt by everybody," Bernanke says.

THE TAXES

Much of the disagreement surrounds the George W. Bush-era income tax cuts, and whether those rates should be allowed to rise for the nation's wealthiest taxpayers. Both political parties say they want to protect the middle-class from tax increases.

Several tax breaks begun in 2009 to stimulate the economy by aiding low- and middle-income families are also set to expire Jan. 1. The alternative minimum tax would expand to catch 28 million more taxpayers, with an average increase of $3,700 a year. Taxes on investments would rise, too. More deaths would be covered by the federal estate tax, and the rate climbs from 35 percent to 55 percent. Some corporate tax breaks would end.

The temporary Social Security payroll tax cut also is due to expire. That tax break for most Americans seems likely to end even if a fiscal cliff deal is reached, now that Obama has backed down from his call to prolong it as an economic stimulus.

THE SPENDING

If the nation goes over the fiscal cliff, budget cuts of 8 percent or 9 percent would hit most of the federal government, touching all sorts of things from agriculture to law enforcement and the military to weather forecasting. A few areas, such as Social Security benefits, Veterans Affairs and some programs for the poor, are exempt.

THERE'S MORE AT STAKE

All sorts of stuff could get wrapped up in the fiscal cliff deal-making. A sampling:

? Some 2 million jobless Americans may lose their federal unemployment aid. Obama wants to continue the benefits extension as part of the deal; Republicans say it's too costly.

? Social Security recipients might see their checks grow more slowly. As part of a possible deal, Obama and Republican leaders want to change the way cost-of-living adjustments are calculated, which would mean smaller checks over the years for retirees who get Social Security, veterans' benefits or government pensions.

? The price of milk could double. If Congress doesn't provide a fix for expiring dairy price supports before Jan. 1, milk-drinking families could feel the pinch. One scenario is to attach a farm bill extension to the fiscal cliff legislation ? if a compromise is reached in time.

? Millions of taxpayers who want to file their 2012 returns before mid-March will be held up while they wait to see if Congress comes through with a deal to stop the alternative minimum tax from hitting more people.

CALL THE WHOLE THING OFF?

In theory, Congress and Obama could just say no to the fiscal cliff, by extending all the tax cuts and overturning the automatic spending reductions in current law. But both Republicans and Democrats agree it's time to take steps to put the nation on a path away from a future of crippling debt.

Indeed, the automatic spending cuts set for January were created as a last-ditch effort to force Congress to deal with the debt problem.

If Washington bypassed the fiscal cliff, the next crisis would be just around the corner, in late February or early March, when the government reaches a $16.4 trillion ceiling on the amount of money it can borrow.

Boehner says Republicans won't go along with raising the limit on government borrowing unless the increase is matched by spending cuts to help attack the long-term debt problem. Failing to raise the debt ceiling could lead to a first-ever U.S. default that would roil the financial markets and shake worldwide confidence in the United States.

To avoid that scenario, Obama and Boehner are trying to wrap a debt limit agreement into the fiscal cliff negotiations.

SO WHAT'S THE HOLDUP?

They're at loggerheads over some big questions.

Obama says any deal must include higher taxes for the wealthiest Americans. Many House Republicans oppose raising anyone's tax rates. Boehner tried to get the House to vote for higher taxes only on incomes above $1 million but dropped the effort when it became clear he didn't have the votes.

Republicans also insist on deeper spending cuts than Democrats want to make. And they want to bring the nation's long-term debt under control by significantly curtailing the growth of Medicare, Medicaid and Social Security ? changes that many Democrats oppose.

Obama, meanwhile, wants more temporary economic "stimulus" spending to help speed up a sluggish recovery. Republicans say the nation can't afford it.

IT'S NOT JUST WASHINGTON

Seems like they could just make nice, shake hands and split their differences, right?

But there's a reason neither side wants to give ground. The two parties represent a divided and inconsistent America. True, Obama just won re-election. But voters also chose a Republican majority in the House.

Republican and Democrats alike say they are doing what the voters back home want.

Neither side has a clear advantage in public opinion. In an Associated Press-GfK poll, 43 percent said they trust the Democrats more to manage the federal budget deficit and 40 percent preferred the Republicans. There's a similar split on who's more trusted with taxes.

About half of Americans support higher taxes for the wealthy, the poll says, and about 10 percent want tax increases all around. Still, almost half say cutting government services, not raising taxes, should be the main focus of lawmakers as they try to balance the budget.

When asked about specific budget cuts being discussed in Washington, few Americans express support for them.

THE COUNTDOWN

Time for deal-making is short, thanks to the holiday and congressional calendars. Some key dates for averting the fiscal cliff:

? Lawmakers aren't expected to return to the Capitol until Thursday, leaving less than a week to vote on a compromise before year's end.

? Obama and his family also left town for a Christmas vacation in Hawaii. The president said because the fiscal cliff was still unresolved, he would return to Washington this week.

? If lawmakers reach Dec. 31 without a deal, some economists worry that the financial markets might swoon.

? The current Congress is in session only through noon Eastern time on Jan. 3. After that, a newly elected Congress with 13 new senators and 82 new House members would inherit the problem.

It seems like just about every new laptop, phone, portable music player, car and other hi tech item received this holiday season came equipped with ?Bluetooth? technology. Did you know that BLUETOOTH? is a registered trademark? And so is the Bluetooth symbol or logo that you see on many computer devices. Are the name and logos good ones??

Bluetooth is actually an industry standard. ?As a result it really has no direct competition. But it is a coined arbitrary name ? the words do not describe what the service is or any of its features. The industry standard is managed by a consortium of companies. Many other electronic standards are similarly managed. Those who want to use the technology and name must license the patents and trademarks from the Bluetooth Special Interest Group.

According to a Wikipedia entry, ?The word ?Bluetooth? is an?anglicised?version of the Scandinavian?Bl?tand/Bl?tann, the?epithet?of the tenth-century king?Harald I of Denmark?and parts of?Norway?who united dissonant Danish tribes into a single kingdom. The idea of this name was proposed by?Jim Kardach?who developed a system that would allow mobile phones to communicate with computers (at the time he was reading?Frans Gunnar Bengtsson?s historical novel?The Long Ships?about Vikings and king?Harald Bluetooth).[4]?The implication is that Bluetooth does the same with communications protocols, uniting them into one universal standard.[5][6][7]?

Having an arbitrary creative name makes for a strong and distinctive trademark. And having an interesting backstory, like this one for Bluetooth, make the name even more special. ?The name has a meaning that relates in some way to the purpose of the products, but only to those who know the story.

The logo apparently comes from a ?bind rune? combining letters from an old runic alphabet.

I think the name and logo are terrific. The logo is great because it looks both high tech and old fashioned at the same time, it is blue, which is suggestive of the name, and it features a ?B? shape. The name is great because it is unique, it is creative, it is protected and registered (see below), and it is memorable. The logo can appear by itself on a small mobile display and immediately convey meaning to users.

Of course, it is a lot easier to use a made up arbitrary term when you have no real competition. Users will have to use your brand whether they like it not, whether the brand is catchy or not. But regardless, Bluetooth got it right.

If you are embarrassed that you may snore loudly while sleeping, this article will be able to help you. You can get some great advice on steps that you can take to ease some of your symptoms so that you can get a restful night?s sleep.

Push your tongue along the back side of your top teeth in the front to strengthen your throat muscles. Slide your tongue backwards, and then bring it up back against your teeth; do this for three minutes. This exercise will work your throat muscles, opening airways and helping to minimize your snoring.

If you are suffering from allergies, you may be congested, which can cause you to snore at night. When you?re congested, it can constrict your airways and make it more difficult to breathe. This makes you snore. One suggestion on how to fight this is to use a decongestant before bed in order to have a more peaceful night?s sleep.

Alcohol or sleeping pills often help for getting to sleep, but they cause more snoring than they prevent. They overly relax your muscles, even the ones in your throat, and that?s what will cause snoring, and in some cases even louder snoring. You should talk to a doctor about any trouble you have sleeping.

If your bedroom is hot and dry, your chances of snoring are greater. This is because when your nasal passages are dry they become clogged. In order to keep moisture in your room, you should consider opening a window during the warmer seasons or purchasing a humidifier to use during the cooler seasons. Both of these will help to keep the inside of your nose and throat moistened.

If you have a sleeping partner who snores, head to bed a bit earlier than your partner. This gives you a chance to fall asleep before their snoring even starts, possibly allowing you to sleep through it. If you are considered a light sleeper, you may want to try a different technique, but try it first!

Multiple Pillows

Whether it is you or a loved one who is plagued by snoring, try using multiple pillows. Multiple pillows will raise your head and clear your airway. That will fix your snoring problem right away.

To keep your snoring under control, invest in a firm pillow. Softer pillows cause the muscles in your throat to relax, making the air passages too narrow. Snoring will be caused by the difficulty of air passage. If you have a firmer pillow, it will help hold the airways open.

Stress can result in snoring, so consider breath-control techniques or yoga to help you relax. Once you stop snoring, you should sleep better, feel more relaxed the next day and not allow stress to effect you as much.

Would you believe that singing out loud can help you reduce snoring? Studies show that your throat muscles become stronger as you sing. When these muscles are toned, your air passages are less likely to narrow at night, and once you fall asleep, snoring should not be an issue.

Maximize water intake to limit snoring during the course of the night. If you get dehydrated, the secretions that are in your nasal pathways will get sticky and thick, and that will cause them to clog up your airways easily, which leads to snoring. Try to drink 10 glasses of water or any other drink that doesn?t contain caffeine, to prevent yourself from snoring.

You probably get tired of hearing this, but getting thin will probably make you snore less. Excess weight even accumulates around your neck. The pressure applied to your airway could cause an obstruction and make you snore.

Drinking alcohol will make snoring worse, so quit now. Avoid antihistamines, tranquilizers and other sleeping pills at bedtime. These products work to relax your muscles, which causes your airways to be limited and this contributes to snoring.

Dairy Products

The ingestion of dairy products have been shown to cause snoring. Dairy products encourage your body to produce more phlegm which can obstruct nasal and throat air passages. Instead of drinking warm milk at night, try warm tea and see whether that helps to reduce snoring.

After reading the above advice, hopefully you feel less worried about falling sleep in the same room as others. Put these tips into practice and give each a try on their own, studying the results until you find the one that works for you.

New report on state teacher-pension policy by the National Council on Teacher Quality finds the structure of teacher pensions in the United States untenable: These systems are not only costly to states, districts, and taxpayers, but retirement benefits are being squeezed and distributed unfairly. The report assesses teacher-pension systems in 50 states and the District of Columbia, detailing the pension-policy landscape, and finds pension systems to be underfunded by $390 billion. Most retirement eligibility rules are burdensome, unfair, and allow teachers to retire relatively young with full benefits. The report recommends that every state offer teachers a flexible and portable defined-contribution pension plan. Formulas for determining benefits should preserve incentives for teachers to continue working until conventional retirement ages. States should ensure that teachers vest no later than the third year of employment; have the option of a lump-sum rollover to a personal retirement account upon termination of employment that includes teacher contributions and accrued interest at a fair rate; have options for withdrawal from either defined-benefit or defined-contribution plans that include funds contributed by the employer; and purchase time for previous teaching experience and leaves of absence.

New research finds that measuring principal effectiveness using student test scores is more difficult than anticipated. The new research from Stanford University proposes and examines three broad approaches in using test scores to evaluate principals, adjusting, in each case, for the background characteristics of students that might affect academic performance: tying principal performance directly to school performance (?school effectiveness?); comparing different principals? performance at the same school (?relative within-school effectiveness?); or examining growth in student achievement over a principal?s tenure (?school improvement?). In the end, researchers found none of these methods to be satisfactory. The study cautions that it?s important to think about what various measures can and cannot reveal about the specific contribution of a principal, and to recognize that none of these are a clear indicator of principals? specific contributions to student test-score growth.

Efforts to close academic preparation gaps should begin as early as possible, be more intensive, and take as long as necessary. A new guide from the American Institutes of Research is designed for state and district leaders, who play a key role in ensuring that ELLs graduate from high school well-prepared for college and careers. The guide summarizes the ELL-relevant information in 34 approved state applications for ESEA waivers, and focuses on implementation of reforms related to ELLs across three principles in waiver requirements: 1) college- and career-ready expectations for all students; 2) differentiated recognition, accountability, and support systems; and 3) effective instruction and leadership. The guide includes requirements for each principle related to ELLs in the flexibility waivers; descriptions of how the plans addressed ELLs; considerations for research-based enhancements to current policy and practice; and examples of state and district innovations for ELLs related to waiver provisions. The gaps in achievement between ELLs and their English-proficient peers continue to be a problem. As growth of the ELL population continues to outpace the growth of the PK?12 population, and ELLs continue to score poorly across content areas, it will be important for states to fully consider ELLs when implementing reform plans.
