OTTAWA ? Ottawa is stepping in with new rules for the largely unregulated prepaid credit card market.

Finance Minister Jim Flaherty announced Wednesday that in the future, issuers of prepaid cards will not be able to impose expiry dates and must be up front about hidden fees and conditions.

The move is part of the government?s expanding code of conduct measures to govern credit and debit transactions, that had previously not applied to the relatively new prepaid market.

While still a small segment of the market, prepaid plastic has become an option for consumers without conventional credit or debit cards, young adults, and for parents who want to introduce their children to using credit while limiting the risk of theft and over-spending.

But the sector has also faced criticism for exorbitant hidden fees that reduced their face value and fooled customers. These can include monthly or annual fees, maintenance costs, as well as ATM charges.

The most notorious example occurred two years ago when Hollywood celebrity Kim Kardashian backed away from endorsing a prepaid card bearing her name after a public outcry over the card?s usage fees, including a close to $60 activation fee.

The card even grabbed the attention of the attorney general of Connecticut.

The new regulations in Canada would require an information box disclosing the fees displayed prominently on the exterior package and other documentation prior to issuance.

A government official said the measures are in response to concerns about some features of prepaid cards issued by large financial institutions, adding that in some products, ?terms, conditions, fees and limitations? were not always made clear.

UK recession over as economy grows 1 pct in Q3

LONDON (AP) ? Britain's economy emerged from its nine-month recession in the July to September quarter, when spending on the Olympics helped it grow by a bigger than expected 1 percent, according to official figures released Thursday.

The number published by the Office for National Statistics beat the market consensus forecast of 0.6 percent growth and will make the Bank of England less likely to approve a further round of economic stimulus in November, analysts say.

The ONS said the result was the strongest quarterly growth in five years, bringing economic output back to the same level of a year ago. It is a first estimate and is subject to revision.

Prime Minister David Cameron, in a message on Twitter, said there was still much to do "but these GDP figures show we are on the right track, and our economy is healing."

The statistics agency says the Olympic Games and Paralympic Games probably gave the economy a boost but it gave no estimate of the total impact.

It did say that sales of Olympic tickets that occurred in 2011 and earlier in 2012 ? the ones it statistically allocated to third-quarter economic output ? accounted for 0.2 points of the rise in GDP.

Increased activity by employment agencies, the entertainment sector and accommodation was likely boosted by the Olympics and Paralymics, the ONS said.

"As the Olympic effects unwind, it is still possible that the economy contracts again in the fourth quarter," said Vicky Redwood, chief UK economist at Capital Economics.

The dominant services sector, which shrank by 0.1 percent in the second quarter, led the rebound with 1.3 percent growth. Production industries including manufacturing grew by 1 percent but construction activity fell 2.5 percent, the ONS said.

There's a dual-core A5 chip, a FaceTime HD camera in the front, a 5MP iSight camera in the back, a Lightning connector, and all the usual iPad guts, of course. From the sounds of it, the iPad Mini contains the power of the iPad 2, with some slight upgrades (and a much smaller body). ?According to Schiller, the iPad Mini has a 10-hour battery life, which is about?on par with the battery life Google advertises for the Nexus 7.

Schiller took several jabs at Google's popular 7-inch tablet, ouf course, pointing out that???unlike the Nexus 7???the iPad Mini has over 275,000 apps specifically designed for tablets available to it, rather than a bunch of scaled-up phone apps.

"We took the time to create a product that was a concentration of, but not a reduction of, the original product,"?Apple's senior vice president of industrial Design, Jony Ive, pointed out in a video shown during the media event.

Like the iPad, the iPad Mini has a line of accessories such as Apple's Smart Covers, naturally. "It is every inch an iPad," a commercial shown during the event emphasized.

The iPad Mini starts at $329 for a 16GB Wi-Fi-only model. 32Gb and 64 GB Wi-Fi-only models are available for $429 and $529, respectively, while their LTE-capable counterparts are priced at $459, $559, and $659, for the 16GB, 32GB, and 63GB versions, respectively.

Pre-orders start on Oct. 26. The Wi-Fi-only models will ship a week later, on Nov. 2. The LTE-enabled models will ship about two weeks later.

Grace Stone
The legend of the Grace Stone has spent centuries surfacing and disappearing in the written works of this day and age, literature, poetry, mythology. Laced behind it there are references to the stone as it passes across history, reforming and breaking. Twisting the world around it as it lures the great and powerful into yet another war that, at the base, is merely about this one power.

And yet, despite the massive amount of references one can find to it, there is not a single one that gives definition to its powers, other than the fact that it is immensely powerful. And it takes a dedicated hunter who knows what they are looking for to merely link the vague references in what is the Grace Stone's very own legacy.

The Grace Stone itself is a small round pebble, about 4 centimetres large. Rather unremarkable, there isn't really much way to tell it from any other pebble of the same size, except placing it in water. Upon contact with the liquid, it glows a rather fantastic rainbow of colours.

Masks
All masks possess the power to alter the personality of its owner, but each is unique - one might even say that every mask is its own person. When wearing a mask, the bearer's personality is overriden and no longer takes part in conscious thought or decisions. Take note that this does not mean that the original and the mask personality are two separate entities. They both access the same resources, store the same memories within the mind of the wearer... they simply view these resources differently.

All masks cannot be broken through normal means.

There are two stages in wearing a mask: reformation and transformation. In the first stage, should one merely wear a mask, they will retain their normal appearance, but their personality will indeed 'reform' itself. Their existing skills may be minorly enhanced, such as heightened speed, increased strength, or perhaps they gain a new talent such as cooking. However, these are all within human limitations, and no outrageous abilities are developed. However, when one utters a certain 'code phrase' as they don their mask, they will undergo a full 'transformation' - a new appearance, a new personality, and abilities that are as unrealistic as they are wondrous... It is unscientific.

It is unexplainable.

It is the magic of a Mask of the Soul... and perhaps just a little bit of grace.

The original masks, the masks no one knows truly about. They appear as mysteriously as one would suppose from something that no one understands. Found in different stages of completion by people who are looking for a 'crutch', the True Masks are like foils for the users. Identities that are what they want or wish they were like.

They are a leg to stand on, a mask that, from the first time it is picked up by the finder, seems like it is a familiar friend. Something that they knew for their entire life. Like an old friend, they help and support the owner, while exhibiting everything they wish they had.

On the same token, as the user grows with themselves, they may find a point when they no longer need the foil. At this point, the mask is deemed 'complete'. An interesting phenomenon experienced by those who own a true mask is a growing sense of control over the newer personality. As both the mask and the owner develop, and as the owner's true nature begins to shine through, the mask becomes less of a 'crutch' and merely a tool. In otherwords, when the owner's true personality becomes stronger, the mask's persona can no longer override it. When a mask is completed, it is at its strongest... and its task is also complete. Once this happens, it is sometimes gifted to another whom the owner believes has need of the crutch.

If the mask is not gifted before the original owner dies, the mask will fade.

These masks are by no means 'false' per se, but they have been created through different means. As a result, they can be given to anyone - civilian, Itex, or Masked. There are distinguishable differences between these and True Masks, although they do not develop with time - yes, these masks do not grow, and thus, their bearers will never truly command the personalities that lie within them. As for the destruction and creation of False Masks, do be warned: no one is sure what will happen.

Reflective surfaces polarize light, a phenomenon that fishermen or photographers overcome by using polarizing sunglasses or polarizing filters to cut our reflective glare. However, PhD student Tom Jordan and his supervisors Professor Julian Partridge and Dr Nicholas Roberts in Bristol's School of Biological Sciences found that these silvery fish have overcome this basic law of reflection -- an adaptation that may help them evade predators.

Previously, it was thought that the fish's skin -- which contains "multilayer" arrangements of reflective guanine crystals -- would fully polarize light when reflected. As the light becomes polarized, there should be a drop in reflectivity.

The Bristol researchers found that the skin of sardines and herring contain not one but two types of guanine crystal -- each with different optical properties. By mixing these two types, the fish's skin doesn't polarize the reflected light and maintains its high reflectivity.

Dr Roberts said: "We believe these species of fish have evolved this particular multilayer structure to help conceal them from predators, such as dolphin and tuna. These fish have found a way to maximize their reflectivity over all angles they are viewed from. This helps the fish best match the light environment of the open ocean, making them less likely to be seen."

As a result of this ability, the skin of silvery fish could hold the key to better optical devices. Tom Jordan said: "Many modern day optical devices such as LED lights and low loss optical fibres use these non-polarizing types of reflectors to improve efficiency. However, these human-made reflectors currently require the use of materials with specific optical properties that are not always ideal. The mechanism that has evolved in fish overcomes this current design limitation and provides a new way to manufacture these non-polarizing reflectors."
